Funding Pathways Guide: Understanding Payment Sources
This guide outlines all potential sources of funding available for home care and home health services:

Funding Your Health Journey

Public/Government Programs:

  • Medicaid Waivers (Home and Community-Based Services – HCBS): State and federally funded programs for those who meet financial and medical eligibility criteria, often covering extensive personal care and support services.
  • Medicare: Primarily covers short-term, skilled home health services (such as skilled nursing, physical therapy) following an illness or injury. It does not cover long-term, non-skilled personal care (custodial care).
  • Veteran’s Affairs (VA) Benefits: Various programs, including Aid & Attendance or Housebound benefits, may provide financial assistance for home care to eligible veterans and surviving spouses.

Private/Insurance Options:

  • Long-Term Care Insurance (LTCi): Policies specifically designed to cover personal care services in the home, assisted living facilities, or nursing homes once the policy’s elimination period and benefit triggers are met.
  • Private Health Insurance (Under limited circumstances): Some policies or riders may cover very limited skilled home health care, similar to Medicare, but rarely cover long-term personal care.
  • Worker’s Compensation: May cover home health care services if the need is directly related to a work-related injury or illness.

Out-of-Pocket and Other Methods:

  • Private Pay: Paying for services directly out of pocket using personal savings, retirement funds, or other assets.
  • Reverse Mortgages or Home Equity: Utilizing the value of one’s home to fund care costs.
Life Insurance Policies (Life Settlements or Viatical Agreements): Selling a life insurance policy for a lump sum, which is then used to pay for care.
  • Health Savings Accounts (HSAs) or Flexible Spending Accounts (FSAs): Using pre-tax funds from these accounts to pay for eligible medical and home care expenses.
